It includes case studies of four projects, some of which have clearly defined programmes for young people under 16 and others where work with under-16s forms part of a wider offer.
All four examples - VSU Youth in Action, Motorvations, Solent Youth Action and The Cupboard Project - challenge the assumption that volunteering for under-16s leaves organisations exposed to risk or that the range and quality of opportunities they are able to offer are bound to be restricted.
Youth Action and Engagement editor Kerry Harrison said: "They demonstrate that with the right mix of age-appropriate provision, strong relationships with staff, individualised support and attention to transport needs, younger age groups can make a huge contribution to their local community."
