Two reports, published yesterday (Tuesday), also found that young people do not feel safe in their town centres.
Roger Morgan, children's rights director, said: "We will feed the reports into the Care Matters process and I hope some of the concerns will become part of the national minimum standards in care."
From 1 April, the role of children's rights director will move from the Commission for Social Care Inspection to Ofsted, following changes announced in the previous Budget. www.rights4me.org.uk.
