Speaking at a BAAF Adoption & Fostering conference last week, Denise Platt, chair of the Commission for Social Care Inspection, said she'd like to see the measure, which would be similar to the target for stability of placements. As part of the inspections process, councils are judged on the percentage of looked-after children with three or more placements in a year.
Ian Johnston, director of the British Association of Social Workers, said he supported the proposal "wholeheartedly" because it would help focus attention on the reasons why social workers moved jobs so frequently.
"Our members' first concern is the wellbeing of children and we recognise children want consistency," he added.
