Among new indicators proposed by the Commission for Social Care Inspection for inclusion in the 2005/06 performance assessment framework, which contributes to council star ratings, is a measure on the number of children more than 20 miles from their home address where first placed.
This will be calculated by looking at the distance between the address from which a looked-after child was taken into care and that of their placement on 31 March each year.
Felicity Collier, chief executive of BAAF Adoption & Fostering, said while the intention behind the indicator was welcome, it could create an unhelpful incentive for local authorities to move children nearer home when they were in a placement meeting their needs.
