The report, Placements, Decisions and Reviews, which will be fed into the green paper for looked-after children, expected to be published next month, found a lack of consistency in practice across the social care sector, with a quarter of young people surveyed feeling they were not consulted on where they wanted to live. Another quarter were consulted and felt it helped.
Roger Morgan, children's rights director for England, said: "We still have a long way to go to achieve the placement stability looked-after children need in life and education. The young people themselves came up with practical frontline solutions."
