Although Rainer Rapid Action Project (Rap) involves several agenciesthat work with children, the original idea came to life in a localpolice station. Sergeant Ian Carter, head of the proactive Essex policeyouth strategy team, came up with the idea after seeing how youngchildren who came to the police's attention weren't getting support.

"I was coming into contact with children who were at risk ofcriminality, but because they had not committed a crime it was not ourresponsibility so we referred them to social care services," saysCarter. "But these children didn't get support because these earlyindicators of potential criminality fell below the threshold for socialcare services."
