The proposals form part of a programme by the Scottish Executive to tackle child health problems in disadvantaged areas with a more preventative and targeted approach.
The executive said take-up of health promotion and screening was higher in more affluent areas, while children coming from disadvantaged areas were more likely to miss out.
The proposals will "redistribute and refocus" resources rather than inject more funds. Local NHS boards will allocate staff and resources within their areas.
Scottish health statistics highlight the importance of early intervention.
The 1998 Scottish Health Survey showed more than a quarter of women aged 16-64 living in the most deprived fifth of postcode sectors were obese, compared with 14.8 per cent in the most affluent areas.
