- 60 conceptions per 1,000 girls aged 15 to 17 between 1997 and 1999 (52.6 in Wales)

- 9.9 conceptions per 1,000 girls aged 13 to 15 (10.2 in Wales)

- 4.1 infant deaths per 1,000 live births in 2001 (5.4 in Wales)

- 7.8% of births under 2,500g in 2001 (7.8 in Wales)

A spokeswoman for the National Public Health Service for Wales said: "Torfaen has recognised it has a high number of conceptions in 15- to 17-year-old girls. It is running the C-Card Scheme, a programme of education including access to free condoms. The project was developed in consultation with young people.

It has been running for a year and, instead of the three assessment and access centres originally planned, there are now 17 centres in Torfaen. The initiative is being monitored and the impact on teenage conceptions will be assessed."
