9.6 deaths of infants aged one year or less per 1,000 live births in 2000 (5.6 in England and Wales)

11.8% of total births under 2,500g in 2000 (7.9 per cent in England and Wales)

A spokeswoman from Blackburn with Darwen PCT said it was implementing the teenage pregnancy strategy to help young people make informed choices about sex and relationships and to increase their confidence to resist peer pressure. Projects included virtual baby courses, training to help carers understand the sexual health issues of looked-after young people, a Brook education and outreach project, and development of sex and relationship education in schools.
