A report, Building Effective Local VCS Infrastructure, by the National Association for Voluntary and Community Action, concluded that "high calibre leadership by the chief executive and good governance by trustees" influence how successfully voluntary bodies can interact with the statutory sector.
Dianne Leyland, director of development at the association, said leaders of youth organisations need to build good relationships with the people "speaking up for you" in bodies such as primary care trusts.
"It's not good enough to be just an office manager - you need to understand the policy context," she added.
