As the country's largest youth service, Birmingham has the highest amount to spend - a total of 1,464,197 over two years. Principal youth officer Harry Fowler says that after a slow start the authority is on track.
"The start-up procedure was not always clear to everyone and perhaps communication with government offices was not as good as it could have been," says Fowler. Birmingham has started by allocating an initial 20,000 to each of its 10 districts for summer activities. Each district has been asked to come up with its own structures for divvying up the cash. In some areas, this means using well-established representative forums; in others new groups are being created, with the youth service at the fore in reaching out to disadvantaged young people.
