But as the funds are about to enter their second and final year, they are proving to be one of the most popular pieces of youth policy in recent years. In England, young people from a cross-section of society are coming together to decide which youth initiatives would benefit best from the money available.
Professional approach
Martin Stephens, principal youth officer for Shropshire County Council, says he has been pleasantly surprised at how well the initiative has worked in his area. "You're never quite sure how these things will turn out, but it's been extremely successful and exceeded expectations," he says. "The young people have been great at making decisions and been very professional."
