Children Now has discovered that Kelly last week told senior officialsto phone every director in England to discuss the education whitepaper.
Several directors have now been contacted and their views are being fedback to the education secretary.
The consultation has fuelled speculation that the Department forEducation and Skills is preparing to rework its proposals so theforthcoming Education Bill does not conflict with the Every ChildMatters agenda.
"Ruth Kelly wants to know what we think of the white paper so all of theregional directors of children and learners have been ringing roundmadly to myself and my colleagues to find out what we think," said onedirector. "This signals either that they are desperate to find peoplewho are supporting what they are doing so they can face the critics, orthat they are looking for a sensible readjustment of the proposals tomake them more workable on the ground."
