Local authorities and teachers were optimistic after education secretaryRuth Kelly made the pledge in a speech to the Institute of Public PolicyResearch last week.
Kelly said: "As we develop our schools white paper, to be published inthe autumn, we will focus both on the opportunity children fromdifferent backgrounds have in getting into different schools, and onwhat actually happens within the school.
"Choice and personalisation as a means of achieving excellence andequity will be the key themes of my white paper. In the first place, weneed to think about why children from more deprived backgrounds do notalways have the opportunity to access the better schools, and what wemight be able to do about that."
