Blackburn with Darwen Borough Council has launched a guidance document on the education of young people in public care, reflecting how seriously it takes it role as "corporate parent". It also holds an annual celebration of achievement for looked-after children to recognise their progress in difficult circumstances. Achievement differences between boys and girls mirror the national picture, and the council says it is investing heavily to address poor results.
