Birmingham City Council says the three-star rating for its education service reflects its commitment to raising achievement. "Over the past five years there has been improvement at all ages, including an increase from 39 per cent in 1998 to 50 per cent in 2003 for the benchmark five or more GCSEs at A* to C," said a spokeswoman.
