As the notes to the green paper explain, the Welsh Assembly Government and the Scottish Executive have expressed keen interest in and closely followed the development of the green paper and they will each consider which parts of the approach being adopted in England they will adopt respectively.
In Northern Ireland, services have been hampered because of the suspension of the Assembly.
Wales is keen to devolve all youth justice services from the Home Office, except possibly secure estates. Although the shortage of the latter often means Welsh young people are shipped off to units in England a long way from their families.
