First, the consultation that she mentions did not happen. There was no assembly government/youth service consultation. The Welsh Assembly Government consulted the Wales Youth Agency's board of directors. The reason given by Davidson was that the agency is a limited company and the assembly did not want to interfere in its management.

The board consulted the field and the responses to this consultation rejected the proposal overwhelmingly. The responses and the board's reply to Davidson should be placed on public record.

Davidson suggests that the board supports her proposal. What she calls the board's commitment is really its concern at being left in debt when the agency closes with a 500,000 pension deficit. And concern that the assembly will again interfere in the agency's management during the transition period when it suits them.
