Balls, MP for Normanton in West Yorkshire and former chief economic adviser to the Treasury, introduced a disabled children's assessment and services bill last week. If adopted, it places a duty on local authorities to deliver services according to the needs of the disabled.
"Disabled young people face multiple barriers to achieving their potential," said Balls. "More than half of disabled children in Britain live in poverty."
The bill would give disabled young people and their families the right to short breaks and respite care.
The draft legislation was introduced as a 10-minute rule bill, a form of private members' bill. These are unlikely to become law, but are often used to gauge support for an issue.
