Jan Morrison, the charity's head of policy for disabled children, said it was being developed in partnership with disabled young people.
"One of the key things of the framework will be participation," she explained.
More than 30 disabled young people, aged 13 to 18, attended a Barnardo's conference last week on the participation of disabled children and young people.
"The main thing that came out of it was that we need to make sure disabled young people are allowed to make choices," said Morrison.
"We also need to allow disabled children to grow up."
