The charity's new report, Postcards from home, addresses the lack of summer leisure facilities for disabled children and calls for a change of attitude.
Neera Sharma, principal policy officer at Barnardo's, said: "An inclusive policy is required from the Government and providers. Disabled children are an invisible part of society. Theme parks and holiday facilities need to make sure staff are aware of their needs."
The report also found that lack of funding is hampering any efforts to make holiday activities more inclusive.
Childcare campaigner Sophie Ugle said government policy was not answering the problem. "Trying to get any sort of funding is so complicated. Resources such as the Children's Fund are not enough," she said.
