Tom Baillie, the charity's assistant director of policy, told delegates at the Tackling Youth Crime in Scotland conference that such a strategy could help cut offending by young people.
"We do need a national parents' strategy as it would help families with young offenders," said Baillie. "The strategy would show how different types of support could be used to help parents with vulnerable children.
"We already have Sure Start for very young children and we need the same type of support for parents of young people making the transition from primary to secondary school."
Separately, 20 businesswomen have formed a group to offer corporate support to Barnardo's Scotland.
