Consultation on the Children Act 1989 (Higher Education Bursary) (England) Regulations

Views are being sought on draft regulations that will require local authorities in England to pay a bursary to care leavers who undertake a recognised course of higher education.

Research shows that young people who were previously in care leave university in more debt than their peers, and these regulations aim to redress the balance. The bursary will therefore be based on the average difference in debt between care leavers and their peers. Many local authorities already provide care leavers with a higher amount than the regulations propose, and this legislation will not affect these practices.

The regulations will implement the government's commitment in the Care Matters white paper, and are expected to come into force in the first term of the 2009/10 academic year.
