The regulations govern who can gain qualified teacher status (QTS). The proposals aim to close a loophole that allows overseas trained teachers to achieve QTS by gaining prior teaching recognition from Scotland or Northern Ireland, without having actually taught there. The consultation also looks at the possibility of awarding QTS to experienced graduate teachers who have not had training.
In addition, the government is proposing to award QTS to trainee teachers who work abroad in British service schools. Subject to consultation, the amended regulations are due to come into force on 1 January 2010.
