The inspectorate will this week deliver a damning report on the cost-effectiveness of the Connexions partnership, saying although progress was being made, a "high percentage of its work is unsatisfactory or poor".
Compiled between January and March this year by two HM Inspectors, two adult learning inspectors and 11 additional inspectors, the report found that 60 per cent of the 141 personal advisers employed by the partnership were awaiting training.
The partnership had a budget of 10.5m between 2002 and 2003, of which two principal career company subcontractors had the largest percentage.
The partnership, one of the first to be created, has had four different chief executives since its launch in April 2001.
