In a report released last week, Ofsted described management and leadership as "underdeveloped", with little capacity for improvement. It also identified a lack of involvement of young people at the agencies the partnership contracts to, poor data collection, poor analysis of young people's needs and a low profile in the community.
Connexions North London, which recently recruited a new chief executive, Lenny Kinnear, following the resignation of Wendy Dawson, was also pulled up for "unsatisfactory" standards of achievement and was described as offering poor value for money.
However, the partnership was praised for involving young people in designing and shaping the service at board level, its methods for helping young people and well-managed group work.
