Ivan Lewis, the minister for young people, congratulated them, commenting: "Both Ofsted reports show objective evidence of Connexions' capacity to make a real difference to young people's lives."
Cheshire and Warrington was praised for building up relationships with other agencies in its first 20 months. However, criticisms included insufficient involvement of young people in decision making, insufficient attention to the equal opportunities policy and a lack of services in rural areas.
Lincolnshire and Rutland has flourished in areas such as recruiting personal advisers and building links with agencies, but was criticised for its "underdeveloped" evaluation and lack of cost-effectiveness measures.
