Sarah White, chief executive of the partnership, said young people's committees are now in place and these are involved in board-level meetings.
"Previously, all employees were interviewed by young people, but we needed a stronger advisory role from them," said White. "We've held workshops and devised business plans."
Young people are also involved in the marketing of its services, a function that has been brought back in-house. Marketing functions had previously been outsourced.
White said a new team would monitor the performance of all subcontractors centrally. A performance analyst will help to allocate resources.
Ofsted will review the partnership in six months.
