The National Association of Connexions Partnerships wants the Government to specify who will be liable for the pension costs of Connexions staff when local authorities take over Connexions funding from 2008.
The youth green paper proposes devolving funding for Connexions to local authorities, who will be given the freedom to decide whether to commission local Connexions services.
Connexions Greater Merseyside chief executive Kieran Gordon, a member of the transitions group set up by the Department for Education and Skills (DfES) to inform the future of the service, said: "What Unison is saying, and what we've said to the DfES, is that should there be a transfer of employment from Connexions partnerships to local authorities in any part of the country, there are issues that need to be sorted out."
