Ah, social exclusion. Now there's a term that seemed to have lost its currency. True, the debate disappeared for a while, but the problem hasn't. The Social Exclusion Unit has issued a discussion paper to work out what should happen next.
Remind me then just what social exclusion is. The Government's definition is: "a shorthand term for what can happen when people or areas suffer from a combination of linked problems such as unemployment, poor skills, low incomes, unfair discrimination, poor housing, high crime, bad health and family breakdown". And the problems are made worse when they are (as they tend to be) multi-dimensional in nature. You're a lone parent with three children, didn't complete your education, unable to find work, living in damp social housing, suffering from chronic asthma and your four-year-old is autistic.
