The Department for Education and Skills has released guidance for local authorities on providing parenting support for families.

Is this guidance about fines for failing to control your children, orclasses for failing to know how to control your children? Ouch - therespeaks a stressed parent. It's guidance for local authorities on thedevelopment and commissioning by local authorities of parenting supportservices.

But is it about supporting families? Children's minister Beverley Hughespoints out that almost every parent has to rely on public services tohelp with education, health or welfare. She even brings in the idea ofempowering parents.

Okay, then what is a parent support service? "Any activity or facilityaimed at providing information, advice and support to parents and carersto help them in bringing up their children." And that includes corporateparents. But research commissioned by the Department for Education andSkills indicates that we don't know enough about what is alreadyavailable - except that much of it is remedial, and that there's a lackof services for fathers and Black and ethnic minority parents. Nor canwe say how many families receive support.
