The new green paper aims to transform outcomes for children and young people in and leaving care and the state's role in this care.

Why has the Government felt the need to consult again on children incare?

The outcomes for many children in care and for care leavers remainbleak.

Indeed, despite a thorough overhaul in policy and law since theintroduction of Quality Protects in 1998, the gap in educationaloutcomes grows wider.

But are they saying anything new? They're not just focusing on oneaspect of a child's life or one area of service provision. Althougheducational matters loom large, the child's life outside school andcollege receives attention too. Things like: twice-yearly health checksand named health practitioners for children in care; introducing atiered model of placement types supported by improved training forresidential staff and foster carers; and free access to local authorityleisure and youth facilities.
