An Eye on the Future, which will be run by a consortium of 21 cultural organisations, including Tate Modern, will provide arts, drama and film activities for every three- to 19-year-old in Lambeth and Southwark over the next three years.
The aim is to improve educational attainment, training and employment opportunities and increase self-esteem.
Donald Hyslop, Tate Modern's head of regeneration and community partnerships, said: "This brings together a critical mass of cultural organisations. The first thing we will do is talk to young people."
The funding comes from the Treasury's Invest to Save Budget. Another 1m went to the Artsmad Partnership to develop arts projects in Swindon and almost 500,000 was awarded to the Sound Sense project in Somerset to improve young people's music education services.
