Nine champions will be in England, mirroring the Government Office Regions, with a further four in the rest of the UK.
Pilots will be established in one urban and one rural area by April 2005, followed by the other 11 within about a year.
The positions are part of a new Ministry of Defence strategy to integrate and manage its youth activities, including the four cadet forces, Project Outreach and Skill Force.
Central to the strategy is for the ministry to deliver local services to other departments. Where possible, champions will link with youth offending teams, Connexions, youth organisations, schools and the police.
