The ministry's youth policy unit had originally planned to put the co-ordinators, who would work with children's trusts to help disadvantaged young people get into education or activities, in place by April 2005, but it failed to get funding in the ministry's budget.
Plans to start the scheme in April 2006 have also been put on hold. The unit hopes to source funding from other government departments.
Robert Higgins, youth policy adviser at the ministry, said the unit needed "a few hundred thousand pounds". He added: "The ministry is keen to make a mark on the youth agenda." The youth policy unit is planning an event on 6 July to showcase what the armed forces have been doing for young people.
