The unit will map its work, which will include its cadet forces and the Army's Outreach programme for excluded young people, against the Every Child Matters five outcomes framework, and a sixth outcome: "Understanding the Ministry of Defence". Activities with young people at bases around the country could also face evaluation.
The sixth outcome could be achieved through visits to the ministry's offices in London by youth workers and cadet groups, said Jeff Gooding, youth policy officer at the Ministry of Defence. He said the sixth outcome was not about recruiting young people "by the back door": "We have probably only recruited three or four young people through our youth activities."
