To an outsider, the complex patchwork of voluntary and local authority youth services can be bewildering. And as a new era of children's trusts looms on the horizon, the picture looks set to become even more complicated, with other organisations, including health services and schools, struggling to align their work to meet shared outcomes.
For local authority youth services, efficiency can be hampered by the overlapping of their work with organisations closer to the ground and the limitations imposed on them in attracting extra funds.
