Ask most directors of children's services about their children and youngpeople's plan and chances are they will speak warmly of an ambitiousblueprint for the future. But a confidential report has painted a farless encouraging picture (Children Now, 16-29 August).
Earlier this year, Save the Children commissioned the Centre for theStudy of Law and Policy in Europe to conduct in-depth analysis of sixdocuments. The resulting report is the first-ever study of children andyoung people's plans.
The report has not yet been published, but Children Now has obtained aleaked copy. It highlights many examples of good practice but reachesthe damning conclusion that the plans do not cover some of the mostvulnerable groups of children. "Particular 'troops' of children andyoung people are neglected," it states. "If the plans are blueprints forservices in the future, then these omissions are rather worrying."
