Children and young people's plan: Housing is given a central role in councils' overarching plans

Councils have been ordered to focus on housing, regeneration and leisure as well as core children's services when they draw up overarching plans for children and young people.

The Children and Young People's Plan must cover these services and those, such as education and social care, that are at the heart of Every Child Matters, according to a new consultation paper from the Department for Education and Skills. The paper also gives councils until 1 April 2006 to get a plan in place and warns that it must contain real detail.

The Government made little mention of housing and regeneration in the green paper but a new focus on these services will be seen as a clear admission of their central importance to the quality of children's lives.

David Hawker, chair of the Association of Directors of Education and Children's Services, said it was the right move.
