The first detailed research on local children and young people's plans has uncovered a huge amount of variety between councils, while a separate report has criticised the lack of planning for disabled children. Shafik Meghji finds out how the plans can be improved.

A comprehensive study of children and young people's plans has shownthat most local authorities in England have recognised the importance ofresponding to local needs. But disability campaigners have questionedtheir priorities.

The research, based on an analysis of plans from 75 local authorities,was carried out by the National Foundation for Educational Research. Itemphasised that councils have been developing local partnerships and areattuned to local needs.

The latter was highlighted by the great diversity among the plans. Forexample, the sample featured 70 different "key groups" - such aschildren in care or children with learning difficulties - and 90different targets for children and young people.
