Children's plans: Disabled children ignored in plans

Most local authorities are ignoring disabled children in their children and young people's plans, according to a survey published today (18 October).

The Off the Radar survey by the Children Now-supported Every DisabledChild Matters campaign found that very few of the 20 plans examinedincluded proposals for disabled children, though most authoritiesidentified them as a priority group.

Three-quarters of councils failed to involve disabled children indrawing up plans. And only one in 20 plans included actions on how theywill offer childcare services for disabled children.

Christine Lenehan, director of the Council for Disabled Children, one offour charities behind the campaign, criticised the "woolly" language inthe children and young people's plans.

She said all that was needed was a paragraph including the need foruniversal services to meet disabled children's needs, clear mechanismsfor talking to disabled children and their parents, and a reference to astrategic plan for disabled children and the Disability EqualityDuty.
