Children and young people plans: Leaked report claims councils' plans contain 'major flaws'

A confidential report has warned that there are major flaws in some councils' children and young people plans.

Children Now has obtained a leaked copy of research that wascommissioned by Save the Children this year and is yet to be published.Researchers analysed six plans and reached a damning conclusion.

The report states: "Particular 'troops' of children and young people areneglected. If the plans are blueprints for services for children andyoung people in the future, then these omissions are ratherworrying.

As they stand - as visionary documents - children and young people plansare limited in terms of the impact they can have on improving theoutcomes for our most vulnerable children and young people and, afterall, that was the point of Every Child Matters."
