Looked-after children: Paper to coincide with major report

Speculation is mounting that the forthcoming green paper on looked-after children will be launched at the same time as a major report by social exclusion minister Hilary Armstrong.

Sources in the children's sector said the move would emphasise thatlooked-after children are a key group of excluded people in society.They added that plans to publish the green paper in September werelooking increasingly ambitious.

Meanwhile, officials have briefed a number of directors of children'sservices on the main themes of the green paper. One director said: "Thebig focus is on fewer children living away from their local area.

"We've also got to make sure that when we develop extended services theyare tailored to meet the needs of looked-after children and we have gotto get their attainment right."
