Looked-after children: Debate on care green paper heats up

Behind-the-scenes debate on what the Government's green paper on looked-after children should include is heating up.

The Department for Education and Skills has confirmed that the greenpaper will be published this spring, giving more time for localauthorities and the independent sector to campaign for changes that willhelp transform the outcomes of children in the care system.

Susanna Cheal, chief executive of The Who Cares? Trust, said: "We needto look again at how we plan care so that it's an integrated experiencefor children and young people, which, at the end of the day, helps thembecome educated and employable so they can live a positive and happierlife independent of care. We must move with urgency."

Paul Fallon, co-chair of the Association of Directors of SocialServices' children and families committee, believed the green papershould promote greater collaboration between authorities."It mustaddress some of the perverse incentives in performance indicators thatpromote competition rather than collaboration between councils."
