Graham Lane, chair of the Engineering Diploma Development Partnership's steering group, said one of the shortfalls in the applications he had seen from consortia bidding to offer the diplomas from next year is adequate provision for information, advice and guidance to guide people through the system.
This is one of five criteria used to assess organisations' readiness for delivering the programme.
Lane said: "We want this advice to be delivered independently of the school or college."
The Department for Education and Skills is expected to announce at the end of this month which consortia will deliver the first round of diplomas from September next year.
