Social Care News: Complaints procedures - Fears over implementation deadline

New complaints procedures for children's social care will finally become law on 1 September, but councils will have little time to prepare for them.

The newly published regu-lations have had a six-year gestation, butguidance on implementing them was yet to be published as Children Nowwent to press. It is expected in the next few weeks.

Andrew Webb, co-chair of the Association of Directors of SocialServices' children and families committee, said: "Around the country thebig problem is gearing up to deliver the regulations when the Augustholiday is next month and the guidance isn't out yet."

He added: "The draft guidance is voluminous and we understand that, as aresult of the consultation process, the Department for Education andSkills is changing things right up to the last minute."

But John Kemmis, chief executive of Voice (formerly Voice of the Childin Care), said local authorities should use the new regulations torethink how they approach complaints procedures. "Local authorities havehad quite a negative approach to complaints procedures and they're notused a great deal. We hope these regulations will give impetus to a morepositive approach."
