These delays around finding their family suitable accommodation meant the child, who has “significant medical needs” and uses a wheelchair was unable to secure a “crucial operation”, according to the ombudsman.

The ombudsman's probe found that the property could not accommodate the child’s wheelchair, which had to be left outside, leaving them struggling to move inside the property without it.

The property was so unsuitable that specialist equipment could not be installed, the ombudsman found.
