
Ombudsman Amerdeep Somal found that appropriate education provision had been sourced swiftly after the child could no longer attend their mainstream school in September 2023
This included the school finding a tutor within two weeks and within two months the council had found two specials with places available immediately.
But these were not put in place straight away due to council delaying decisions around the child’s case “at funding panel meetings for months”, Somal found.
When the child’s case was looked at only funding for the tutor was considered, “despite the school placement being available immediately”.
The council then delayed the process further by investigating further local options, including a special class at a mainstream school, “which had already been unsuccessful” for the child, who is subject to an education, health and care (EHC) plan.
