Councils’ blunders left a disabled child in unsuitable housing ‘for far too long’, ombudsman finds

The local government and social care ombudsman has described two councils’ handling of plans to adapt a home for a disabled child with complex needs as “a catalogue of errors”.

Mistakes by housing authority Bromsgrove District Council and Worcestershire County Council’s wholly owned children’s services organisation Worcestershire Children First led to delays over a number of years in adapting the home, the ombudsman Amerdeep Somal found.

Her report into the councils’ handling of the adaptations details how the family were made homeless around four years ago as their housing at the time was unsuitable.

They were offered a new home in March 2021 that required building work to make it suitable for the needs of their child, who needs a wheelchair and sleeps in a hospital bed.

But the councils focused too much on discussing the changes “rather than providing a home that was suitable for the child’s needs”, said Somal.
