Among the cases summarised are that of a council failing to properly investigate a foster child’s claim that she suffered abuse while living with foster carers.

The ‘Just who is left to fight their corner?’ report, highlights the negative impact on carers and children when things go wrong as well providing “good practice guidance” for practitioners.

“It looks at the ways councils can improve their services to everyone involved in the fostering process,” the LGO office said about the report.

The document also details key questions for councillors to ask to scrutinise their local authority’s offer as well as inquiries that heads of service can use to “reflect on their departments' performance”.
